Any reason for init --apply and apply interactivity difference?

When chezmoi init --apply encounters a possible conflict, the interactivity question is diff/yes/no/all/quit,
when chezmoi apply encounters a conflict, the question it: diff/overwrite/all-overwrite/skip/quit

Is this intentional?
If not, maybe it's time to make them uniform?

I don't see this behavior:

$ chezmoi add ~/bar
$ chezmoi apply
$ echo baz >> ~/bar
$ chezmoi init --apply
bar has changed since chezmoi last wrote it? diff/overwrite/all-overwrite/skip/quit

Do you have interactive set to true in your config file? If so, the diff/yes/no/all/quit is coming from the interactive question: do you want to apply changes to this file? and the diff/overwrite/all-overwrite/skip/quit is for when chezmoi detects that you have modified the file outside of chezmoi.

Why the interactive questions show up is not what I'm asking, I want the interactive question.

What I mean is that the interactive answer-options for init --apply are different from those for apply.

It seems to me that they produce the same end result, and so, wondering whether they should be different?
(more bluntly, I'm asking if it's ok to make them uniform - pick one or the other, but keep it uniform)

I need to run chezmoi apply path/to/frequently-changed-file, which i rarely ever actually want to add/re-add. It would be nice if i can pass some parameter, let's say --on-conflict overwrite since i definitely know i want to overwrite the source, and skip it prompting me each time.
