Add Indicators to HTML Reports

Add the 5 discussed indicators to the HTML report.

Motivation and context

This would help users and agencies understand the different requirements for each policy when reading the reports generated by the tool. This is the followup issue, based on #1360. To find which baseline indicator goes with each baseline look at #1864.

Implementation notes

Match the colors of indicators with the baseline indicators.

1. Update each policy with appropriate tags under the requirement and below the description:

• API support
• Manual
• BOD Requirement
• Requires Configuration
• Configurable

2. For each tag make it link to the appropriate location if applicable.
3. Add the words into a legend/key section on the top of the html report

Acceptance criteria

• each policy within the baseline documentations has the appropriate indicators
• check if links work as expected
• make sure the indicators are explained in either legend or key terminology
