[Feature Request] Change spacing for steps without ingredients #4279

When there are steps in a recipe that dont require any ingredients they are spaced differently than the ones with an ingredient. This creates a weird reading flow when you expect there to be some instructions but instead there is only empty space (red square)
Describe the solution you'd like
As already discussed in #642 I would suggest that either the spacing is always the same (meaning that the empty space is where the ingredients would be otherwise) or at least add a setting to change the behaviour.
Honestly I personally can't see any reason to make this as a setting because I can't think of a case where it is benifitial the way it is right now.
Describe alternatives you've considered
An alternative would be swapping the position of the ingredients and the instructions (this would be a good toggle setting imo) so the instructions are always on the left and the ingredients are only on the right if there are any
