[Feature Request] add language to README

HI,
I notice that there are some different version of README haven't be linked to the original README, and I try to fix it in a commit.

It might be helpful to have the version in various language. I'd like to help to add links and add a brand new README with Traditional Chinese.

Would it be alright to proceed with these?
