Revert to old cuff behaviour #13766
Description
Revert to the old cuff behaviour, if new behaviour is tested and becomes good then we can switch to it but right now we need a temporary fix because cuffs are totally unusable.
This is a critical issue that significantly impacts the gameplay quality in almost all rounds.
